This presumed fourth-basic Vega Gull Larus argentatus vegae was photographed at Chooshi, Chiba, Japan on March 5, 1994 by Ted Lee Eubanks. The head and bill shapes would indicate a female. Note the black visible in the outermost retrix, pink base to the bill, large white primary tips, and warm brown neck "splodging" Also note that the orbital ring appears to be "golden" - it is clearly not red or reddish:
